The council of curates is the group within the Vorin church responsible for maintaining doctrine and upholding the Covenants of Theocracy, though they are not technically the heads of the Vorin church. They are based in the Holy Enclave in Valath.[1]
When Dalinar Kholin visits Vedenar, a group of curates finds him there, excommunicate him, and publicly denounce his assertion that the Almighty is not God. When they do so, Dalinar notes that their staves woudn with gemstones are more ornate than he would have expected and that such grandeur was supposed to have ended after the Heirocracy.[1] Before this, Kadash had asked Dalinar to help him sooth the curates anger, but Dalinar refused to do so as he felt he could not perpetuate falsehood for the sake of holding to traditions.[2]
