Ishar was one of the ten Heralds of the Almighty on Roshar and is associated with the traits pious/guiding. Ishar speculated that if only one Herald is bound to the Oathpact, that will be sufficient. All of the heralds except for Talenel used this reasoning to abandon the Oathpact.
