Arclo is a Dysian Aimian who was known to reside in Tashikk. It can be assumed that he at least knows Axies as he mentions him by name during his conversations with Lift [1].
He was known to sit on the porch of the orphanage there and met with Lift there several times. During their conversations, he asked her about which body part she felt she was, which she brushed off as a dumb question[2]. Lift later seeks him out as she believes that he is the other radiant in Tashikk that Nale is searching for but finds him in an alley with the corpses of two of Nale's trainees which is also where he reveals his true form to her.
