Midge is a soldier in Elend's army on Scadrial during the Final Empire.
Kelsier attempted to use him to communicate with Vin while he was in the Cognitive Realm, as Midge could hear him when asleep due to being semi-insane.[1] Kelsier tries to convince him to deliver a message to Vin about the corrupting influence of Ruin on anything but metals.
Instead of repeating Kelsier's message to a group of soldiers, he convinces himself he is "holy" and starts a brawl.
