"Bloody Tan" was a criminal living in the Roughs on Scadrial.
Wax and Lessie were charged with bringing Tan to justice, and found him holed up in Feltrel. During a confrontation, Tan captured Lessie and used her as a human shield against an armed Wax. As Wax attempted to shoot Tan during the standoff, Tan somehow managed to pull Lessie in the path of Wax's bullet, killing her. Bloody Tan seemed to be unhinged, and used human bodies pierced with metal as ornaments (or for some other purpose) in his lair. Due to these clues, it is possible that he knew something of Hemalurgy. In addition, the way that he was able to perform his "trick" of moving Lessie in the path of Wax's bullet indicates that he could have had some power related to the Metallic Arts himself.
