Gul'zah is a burl who takes the pilot's test under the auspices of the Superiority Department of Protective Services. He protests the use of live-fire in the test, and is released from the program.[1] He is later involved in public demonstrations against the same,[2] and is exiled to the nowhere by the Department of Protective Services.[3]
