Kyle Walters is an older Caucasian man with flecks of grey in his beard.
He is the President of Walters and Ostman Detention Enterprises. He purchases an unnamed gaming company in order to create virtual reality prisons because of the extreme cost it took to upkeep even a single inmate($30,000-60,000); whereas doing it through his VR system costs only $10,000.[1]
