You're 100% right we don't want this to be in the list of partials, but there were some other categories to remove; I put <pre> tags around some templates to do this (and restored {{partial}} between the tags). As for when to restore {{partial}} outside the tags, that's when you put it back on the main page (though it could be {{complete}} instead then); don't wait for a Keeper to get around to reviewing it.
