Spook was a skaa misting on Scadrial in the Final Empire and worked in Kelsier's crew. His original name was Jedal, after his father, but went by Lestibournes before Kelsier gave him his nickname of Spook.

In the times after the Final Ascension, Spook was referred to as the Lord Mistborn. It is not clear what his role in that early government was, but he was clearly very prominent and powerful, judging by him changing Eastern street slang into High Imperial.
