Durn approves of [[Quellion]]'s government, saying that it is better for the skaa than the [[Lord Ruler]]'s system, because now skaa can engage in commerce and aren't killed on the streets.{{book ref|mb3|16}} However, the Citizen is also bad for his business, because people fear buying his smuggled goods, and that drove prices down.
