It was actually "queen regnant," which is the term for a queen who rules in her own right, without a king (as opposed to a queen consort, who is married to the reigning king but does not exercise the powers of the throne). And while this is when they were considering Adolin, Dalinar says "This isn’t the time for a regency. Gavinor can be named your heir," indicating that Jasnah is a full queen and not a mere regent. It also shouldn't be capitalized, since it's just a general use of the term :)
