WhichThese isare reasons why Elend sent [[Spook, also known as Lestibournes,]] to the city of Urteau to gauge the political climatclimate.
More important even, Urteau was one of the cities where one of the underground shelters were hidden by the Lord Ruler during his time of rule. In other shelters Elend and Vin had not only found food and other kind of resources and equipment, but also informations about new metals and the upcoming danger that Ruin represented.
As such, it was of most importance for them to find as many shelters as existed before the apocalypse came, in the hope that they could survive it and even stop it.

Which is why Elend sent Spook, also known as Lestibournes, to the city of Urteau to gauge the political climat.
