== Organization ==
While stopping rebels is the sort of thing the Garrison was created to do, they were also responsible for guarding Luthadel's wall and gates. However, no one ever attacked Luthadel during the Final Empire.{{book ref|mb1|26}}
 
Most soldiers in the Garrison are [[skaa]] who sold out to the [[Lord Ruler]] in exchange for a better life. They mostly recruited men outside mainstream society, and occasionally hired part-time soldiers when there were riots somewhere. Garrisoners are mercenaries, which means that they would attack friends and even relatives when ordered to. Their job requires that they keep up an intimidating face, which makes them not very well liked.{{book ref|mb1|24}}
While doing patrols, they kicked at beggars to make sure they were truly invalid, harassed wandering workers when they weren't working, and made a general nuisance of themselves.{{book ref|mb1|10}}

Their fortifications are close to the Steel Gate.{{map ref|Luthadel}} The complex had a defensive appearance and was guarded by hostile looking soldiers at the gates. Large spikes were mounted on the wall that ran around it, and the buidings within were bulky and fortified. During skaa riots in a city, malcontents generally hit the local garrison pretty hard, hence the fortifications.{{book ref|mb1|24}}
