Brell is an officer in the Imperial Fleet of the High Empire.[1]
About a year prior to Varion Crestmar rebellion against the empire, Brell was assigned to flagship in the Fleet as Dennison Crestmar's XO. When Dennison performed poorly in a battle, loosing over half of his ships, Brell remarked that Dennision "really is an idiot." Dennison overheard the remark and replied that he probably should punish Brell for insulting a High Officer, but that he wasn't inclined to punish someone for speaking the truth. Dennison did, however, tell Brell that the empire must consider Brell to be a relatively incompetent officer, since they "wasted" him on serving under Dennison.[1]
