Founded by [[Dalinar Kholin]] after the [[Battle of Narak]], it currently consists of [[Urithiru]], [[Alethkar]], [[Thaylenah]], [[Azir]] and its member states, and [[Herdaz]], though Alethkar and Herdaz are occupied by the [[Fused]]. At the first meeting of monarchs in Urithiru, Navani asked each one to carry their own chair to the gathering as a symbol of equality and of bringing wisdom to the meeting. The attendantattending rulers and dignitaries were: Dalinar and Navani, as founders of the coalition and rulers of Urithiru; [[Jasnah Kholin]]; Yanagawn, the prime of Azir; Vexil the Wise, the prime of Emul; Ashno of Sages; the princess of Yezier; the ambassador from Tashikk; the [[highprinces]] of Alethkar; Fen, queen of Thaylenah; Taravangian; and [[Au-nak]], the ambassadorNatan from New Natananambassador. As Dalinar had asked Navani to lead the meeting, she attempted to moderate the discussion as it began with Emul asking for help, segued into discussions about tariffs, and fixated on apprehension of the emerging Radiant [[surgebinding|powers]]. Ialai Sadeas made it seem that the Alethi were looking to invade [[Shinovar]], after which the discussion devolved into chaotic arguing. Trying to reclaim order, Navani approached Yanagawn and asked what he thought the strength of his kingdom was. Upon hearing his answer, their laws, she assigned the Azish the task of drafting bylaws regulatingto regulate the interactions of the nations in the coalition. When Queen Fen objected, Navani explained that the ThaylenThaylens's expertise in merchandise and shipping meant that they should be the ones to take care of regulating trade through the Oathgates. The Alethi, she said, would oversee the military aspects of the coalition. They decided first to ensure they could control of the lands they still held first before trying to retake anything else. Taravangian, worried that the enemy was coming for Jah Keved, was reassured that the Alethi would send troops to help defend the city. Dalinar asked for another nation to send troops as well, as a show of solidarity, and Azir agreed. Navani called for a break at that point, and the various groups sounded much more encouraged as they began talking among themselves.{{book ref|sa3|96}} Dalinar himself went to [[Vedenar]] to take stock of the situation before sending troops to the area but suffered a personal crisis during the visit that drove him to seclude himself another few days.{{book ref|sa3|100}} During this time, the coalition held several more meetings.{{book ref|sa3|107}}

On the day the coalition gathered to discuss tactics regarding sending troops to Jah Keved, the other members told Taravangian he was not needed at the meeting. Having gone to sit and think in Dalinar and Navani's sitting room, he met up with Dalinar. Together, they arrived late at the meeting in the [[Urithiru#The Gallery of Maps|Gallery of Maps]]. [[Aladar]] was leading the meeting, so after Queen Fen's comment earned an apology from Dalinar, the highprince explained their plans they had made so far. Dalinar called for a break when Navani showed up, shortly followed by Jasnah. When Highprince [[Ruthar]] started picking a fight with Jasnah, Dalinar's thoughts came together and he realized that they were making a mistake to think Odium's forces would move against Jah Keved. He persuaded the others that the true target was Thaylen City. Fen's son pointed out that they needed their own fleet of ships, not just a force of infantry occupying the city, so they hatched a plan to man extra Veden ships with Tashikki sailors augmented by the best Alethi troops.{{book ref|sa3|107}}

Though most of the nations of Roshar are agreed that they need to fight the forces of [[singer]]s and [[Fused]], many initially resist forming a coalition out of distrust of the [[Alethi]] and because of Dalinar's personal [[Dalinar Kholin#The Blackthorn|reputation]].{{book ref|sa3|12}}{{book ref|sa3|34}}{{book ref|sa3|42}}
 
[[Elhokar]] approached Dalinar early on in his efforts to reach out to other nations and swore an oath to him that he would regard Dalinar as his highking. Dalinar reluctantly accepted, knowing it would be best for him to assume the position and cede his role as highprince to [[Adolin]].{{book ref|sa3|12}} He had Elhokar formalize the deal before leaving on his mission to [[Kholinar]] but, especially after the failure of their mission there, decided to wait to announce it until he had news of Elhokar and Adolin again.{{book ref|sa3|58}}{{book ref|sa3|104}}
 
Following the guidance of the [[Diagram (literature)|Diagram]], Taravangian realized that he must take action when it became clear that Dalinar would recover from his personal struggles inflicted by his returning memories.
