Toa was a city in [[Arelon]]. It was located south of [[Elantris (city)|Elantris]]. After the events of the Reod, it was abandoned. It is unknown whether it was repopulated after [[Raoden]] and [[Sarene]] became monarchs of [[Arelon]].
