Highprince Ruthar is allied with [[Sadeas]], a major enemy of Dalinar. Ruthar shares many Sadeas's views. He doesn't feel passionate about ending the war with the Parshendi, and he is not a good or honest leader to his men. However, his alliance with Sadeas is only for personal gain, and he would turn against Sadeas if he thought it would be beneficial.
