He is the deputy scribe of immigration on duty at [[Hauka]]'s post the day [[Lift]] arrives at the city.
He is an older man with a furrowed face, a cleft chin and wears glasses. He likes to sit out of the sun.
Hauka asks him to review a farmers papers, and discusses how to tax them as a smuggler. When Lift passes him, he drops his folders.
