== Origin ==
Initially the First Generation was reluctant to set up any sort of government independent of the Lord Ruler and his Empire. Therefore they wrote a series of promises, codifying their laws, which they brought to him for approval. He ordered that they be cast into metal, in order to protect them from being changed by [[Ruin]], and scratched his signature into it at the bottom. {{ref|b|mb3|e|11}}
The First Contract came into existence after it was discovered that powerful soothers could take over the body of kandra and force them to do their will.{{ref|b|mb3|c|5}} It was believed that if the kandra had a set of laws swearing them into the service of humans who held their contract that there would be no need to try controlling the kandra in any other way.
 
Originally just a series of promises made by the First Generation to the Lord Ruler, the First Contract eventually came to describe all rights and duties of the kandra. They were cast onto metal plates in order to avoid being read or altered by [[Ruin]].{{ref|b|mb3|e|11}}

Before a kandra can be executed by pouring acid on them, the First Contract requires that they get a chance to speak and defend his- or herself. They can then demand Judgment before the First Generation.{{ref|b|hoa|c|2}}
 
The ChanGaar was a ritual punishment for those who broke the First Contract. The kandra would first be beaten and then bricked into a hole with only a small opening for food and water. After ten generations the kandra would be released and be subject to death by starvation.{{ref|b|hoa|c|33}}
