It may be a variation of the Surge of Adhesion: the wings of windspren may be a Full Lashing that binds the windspren together and to Kaladin, while the actual calming of the winds may be a result of Kaladin's infusion of the windspren with Light, similar to how a modern [[Fabrial|fabrial]] works.
