Most soldiers in the Garrison are [[skaa]] who sold out to the [[Lord Ruler]] in exchange for a better life. They mostly recruited men outside mainstream society, and occasionally hired part-time soldiers when there were riots somewhere. Garrisoners are mercenaries, which means that they would attack friends and even relatives when ordered to.
