Should shalash be considered a major character in this
because she isnt listed but is the focus character of book 8

I'd say probably not, since she hasn't played any major role besides destroying a tenth of the art on Roshar and giving Dalinar a bit of information. Once sa8 comes out, that'll change, but since we only just got book 4, let's wait. (after all, we aren't putting hoid as a major character).
