The Seventeenth Shard has a non-interventionist policy when it comes to the planets and Shards.{{wob ref|1735}} They believe that the Shards split up for a reason and they shouldn't dabbleinterfere in bringing them together. They watch the planets but do not approve of getting involved or assimilating into another planet's society. They believe interfering will merely exacerbate the conflicts between the Shards.{{wob ref|1564}} While they have goals beyond chasing down [[Hoid]], those goals are not yet known.{{wob ref|7910}}
